Suspect Detained in Fatal Dallas Hit-and-Run That Claimed Recent Texas Tech Graduate’s Life

Dallas police have taken into custody a suspect tied to a fatal hit-and-run that killed 23-year-old Texas Tech graduate Seth Rains.

31-year-old Jose Hernandez De Leon was arrested and charged with a collision resulting in death.

The crash happened shortly after 2:40 a.m. on July 27 in the Dallas Design District. According to authorities, Rains was walking home with friends following a concert when a vehicle ran a red light at the intersection of Market Center and Turtle Creek boulevards, hitting him before fleeing the scene.

Surveillance footage was instrumental in the investigation, enabling officials to identify the license plate of the Lexus driven by De Leon.

Records show that 42 minutes after the collision, De Leon called 911 to report his vehicle stolen from a nearby club. However, review of the footage revealed him driving the car both before and after the crash, contradicting his claim.

His bond has been set at $50,000.
