Licensed Dallas Counselor Sexually Assaults 13 Year Old Patient

A Dallas Oak Lawn counselor was arrested last week for sexually assaulting a 13 year old autistic girl.
Officers responded to a sexual assault call on the 3000 block of Hood St on October 29, at
Troy Jefferson Welty,60 office.
Upon arrival they were met by the 13 year old victim, her mother and sister.

The family told police that the 13 year old had an appointment with Welty that morning and reported the assault to her mother immediately afterward. It was said the 13 year old has the mental capacity of an 8 year old.
The teen told officers that Welty pulled her pants down and began sexually assaulting her.
She has been diagnosed with autism, epilepsy and hydrocephalus, which is a buildup of fluid in the brain.
Welty was booked into Dallas County on one count of aggravated sexual assault of a child.
He was released on a $50,000 bond.
