Governor Abbott Signs “Life of the Mother” Legislation at Austin Ceremony

Governor Greg Abbott officially signed Senate Bill 31 and Senate Bill 33 into law during a ceremony at the Texas Capitol, underscoring the state’s commitment to protecting the lives of mothers and children.

Senate Bill 31, known as the Life of the Mother Act (sponsored by Hughes and Geren), ensures that healthcare providers must deliver treatment to a pregnant woman experiencing a life-threatening medical or physical emergency, which puts her at risk of death or severe injury. It clarifies and standardizes existing laws related to emergency exceptions to abortion bans, offering medical professionals greater clarity and confidence under Texas’ pro-life statutes.

Senate Bill 33 (sponsored by Campbell and Noble) bans government entities in Texas from providing financial or logistical support for abortions, including entering into contracts with abortion providers or organizations that assist individuals seeking abortions.

“In Texas, we stand for supporting mothers and their children,” said Governor Abbott. “This legislative session, we succeeded in passing the Life of the Mother Act to safeguard both mothers and babies and to give medical professionals the legal and clinical clarity they need. I’m also proud to sign legislation that prevents taxpayer dollars from funding abortions. Texas remains a pro-life and pro-family state, and these laws will help us maintain that.”

The Governor was joined at the signing by Lieutenant Governor Dan Patrick, numerous Senators—including Donna Campbell, Bryan Hughes, and Lois Kolkhorst—and Representatives such as Keith Bell, David Cook, Caroline Harris-Davila, Stan Gerdes, Charlie Geren, Hillary Hickland, Candy Noble, Angelia Orr, Keresa Richardson, John Smithee, Cody Vasut, and other leading pro-life advocates.

  1. Women and children are not safe in Texas. They just want you to have babies, they won’t help you feed or care for them if you need it.
