A Houston mother is upset and has filed a lawsuit against Harris County and Harris County Sheriff’s after her son with special needs died in their custody.
In October 2021, 19 year old Fred Harris was beaten and stabbed by another inmate he shared a cell with at the Harris County Jail. He succumbed to his injuries a few days after the attack.
Authorities charged his cell mate, 25 year old Michael Paul Ownby, with murder.
Harris’s mother said she asked the guards to transfer her son out of general population because he was special needs but the guards refused.
He has been placed in jail after showing a student he was afraid of a knife.
