Update: New Details Released On Pedestrian Struck And Killed In White Settlement

Overnight, the White Settlement Police Department teamed up with other law enforcement agencies to locate the actual location of a pedestrian who was hit and killed.

On Sunday, December 17, 2023, about 9 a.m., the department was alerted by the Dallas County Sheriff’s Office of a wreck that happened. This was on the westbound service road of Interstate Highway 30, close to Cockrell Hill Road.

The Dallas County Sheriff’s Office investigators noted that human remains were found, close to the roadway, that could have belonged the pedestrian’s body. That body had been found inside a vehicle in a Jack in the Box parking lot in White Settlement. The Dallas County Medical Examiner’s Office will now team up with the Tarrant County Medical Examiner’s Office to accurately identify the deceased pedestrian.

Because of these new details, the White Settlement Police Department will be moving the criminal case to the Dallas County Sheriff’s Office for referral and prosecution in Dallas County. This is a result of the belief that the crash occurred in the City of Dallas on the service road. Detectives think that the suspect kept driving about 38 miles from the initial pedestrian/ crash scene in Dallas to the restaurant parking lot in White Settlement.

The department took the crashed vehicle and will hand over all evidence to the Dallas County Sheriff’s Office. A blood search warrant was obtained, but test results aren’t in as of yet.

Nestor Joel Lujan Flores, the 31-year-old suspect, is still in the White Settlement Jail on a pending charge of Intoxication Manslaughter.

Prior to this, he had been apprehended in 2020 by the Plano Police Department for Driving While Intoxicated. Then, in 2021, he was convicted for the same charge in Collin County.
